On September 28th, the Phase II project of Fodu Container Terminal in Liuheng Port Area of Zhoushan Port in Ningbo successfully obtained the code from the Zhejiang Provincial Department of Marine Economic Development('Code' meansThe competent department has assigned a nationally unique project code to this project)The preliminary work of the project has achieved milestone progress. On September 29, 2025, the construction of the first phase of the Fodu project began. The two important milestones of the first phase's one-year anniversary and the smooth implementation of the second phase project marked the official entry of the Fodu project into a new stage of dual track parallel and comprehensive acceleration, with the first phase accelerating and the second phase accumulating momentum to set sail.
The Fudu Container Terminal Project in Liuheng Port Area of Ningbo Zhoushan Port is a major project in the national "15th Five Year Plan" outline, and also a key project in building the five tens of millions of container berth groups in Ningbo Zhoushan Port. It mainly relies on the excellent deep-water resources of Liuheng Port Area to create an intensive, intelligent, and modern container operation area. The project plans to construct 5 container berths of 200000 tons and 2 container berths of 50000 tons and below, with a designed annual throughput of 6.5 million TEUs and a total investment of approximately 20 billion yuan. It is planned to be implemented in two phases. Since the construction of two 200000 ton container berths in Phase I started one year ago, the project construction has maintained a high-intensity momentum, and various milestone tasks have been implemented in an orderly manner. The main construction of hydraulic engineering has been fully carried out, laying a solid foundation for the partial completion and commissioning in 2027.

The Fodu Phase II project, which is coded this time, plans to construct three 200000 ton and two 50000 ton and below container berths, with a designed annual throughput of 4.5 million TEUs. Construction is scheduled to begin in 2028, and after completion and operation, it will further unleash the potential of the deep-water coastline of the Liuheng Port area, fill the gap in container throughput capacity of Ningbo Zhoushan Port, and inject strong new momentum into the port's upgrading and expansion, as well as the high-quality development of Zhejiang's marine economy.

Next, the Department of Marine Economic Development of Zhejiang Province will continue to strengthen service guarantees, closely monitor key nodes in the early stage of the second phase of the project, accelerate special approval guidance through provincial and municipal linkage, and make every effort to promote early approval and construction of projects, with the actual results of major port engineering construction to support the construction of world-class strong ports.
